Club Executives & Officials
The referees are to be paid a set fee PRIOR to the start of the game (no coins, no cheques). This fee is to be presented to the referee with the game sheet before the start of the game. If the team needs a receipt, they will provide one for the referee to sign. It is up to club executives to insure that all coaches, managers and officials with the club are aware of this process. The game will not begin until these steps are complete – game sheet and payment. The chart below outlines Toronto Rugby League games. All games require payment on the day; however some of them are covered by the Ontario Rugby Union which sets the rates (U14, U16, Marshal 1, Keenan 1, OWL 1 & 2).

Referees
This process must be consistently followed, if you do not want the money, please accept it from the club and donate it to a charity or to the TDDRS for development. To make sure this system works, we must make it part of the pre-game process just like checking the field, player’s kit and the coin toss.
Toronto Rugby does not want ANY referee to get into a confrontation with a club over this matter. If you have a good relationship with the club official and/or have know them for some time, it is acceptable to give them a copy of this handout and/or provide a gentle reminder. If the payment is still not received, please follow the process outlined in the next section

Non-Payment – Referee’s Responsibilities
If a team refuses to pay the referee or makes it uncomfortable for the referee to be paid, the referee will officiate the game and will note the non-payment on the Game sheet and report the non-payment to the T & DRRS treasurer no later than one (1) week after the incident. Clubs will be sanctioned by Toronto Rugby and an administrative fee will be added to the referee’s match fee.
