TDRRS Membership Application (2010)
Application to become a member of the Toronto and District Rugby Referee Society (TDRRS), also referred to as the “Society”, is relatively straight forward. It involves several actions:
1) Applicants becoming accredited in accordance with Rugby Canada (RC) regulations by attending a clinic and successfully completing an approved International Rugby Board (IRB) referee course.
2) Applicants applying annually for membership with the Society by submitting the Rugby Canada Registration form and the TDRRS Membership form along with the appropriate fees. Rugby Canada provides insurance coverage through their fees.
3) The Society confirming your registration with Rugby Canada.
1. Accreditation
In order to referee rugby games governed by Rugby Ontario and the local Branch Unions, Rugby Canada requires that you be accredited in accordance with their Match Official Accreditation guidelines which adhere to the IRB curriculum. To determine if your prior accreditation, if any, has expired, contact you local Referee Society and inquire. For the TDRRS, contact the Membership Secretary at tdrrs-membership@hotmail.com.
Due to insurance issues that were raised in prior seasons, the requirements for being accredited to referee, coach or play rugby within Canada have changed. Although the changes are small, it impacts every individual involved within the game. To clarify what is required by Rugby Canada for an individual to referee, the Society has summarized the requirements to be accredited:
1) An individual referee must attend a clinic provided by a Provincial or Regional Referee Society and successfully complete an IRB Referee course. All accreditation so obtained will terminate on December 31st of the fourth year after the accreditation was obtained.
2) There are several levels of IRB courses. The IRB Level One course, Introducing Officiating, is a basic one day course for new referees. The IRB Level Two course, Developing Officiating Skills, is a comprehensive two day course designed to develop the skills of existing referees.
3) TDRRS keep records of the attendees at all the IRB clinics that they hold. However, you must have proof of your successful completion if done within another Society or Country.
4) Rugby Canada as part of their insurance coverage requires that all coaches and referees complete the Safe Rugby program at regular intervals. This course may be completed within the Society or with other rugby organizations in Ontario. TDRRS provides information about the Safe Rugby program in their clinics and at their monthly workshop meetings. Proof of completion may be required if it is not done within the Society.
Accreditation does not in itself allow an individual to referee rugby. That individual must also register with both the TDRRS and Rugby Canada which manages the insurance program. If you are not insured with Rugby Canada, you cannot referee.
2. Membership Application and Registration with Rugby Canada
To join the TDRRS you must fill out both a Society Membership application form and a Rugby Canada Registration form and pay the required Society and Rugby Canada fees.
Both forms and fees payment must be submitted to the TDRRS. The Society will then ensure that you will be registered with Rugby Canada through the Rugby Ontario office and entered into the RC database. Do not submit the forms directly to Rugby Ontario.
NOTE: For those referees, including Club Referees, who intend to register with Rugby Canada through their local Rugby Club, you only need to complete the TDRRS Membership Application form and only pay the Society fee shown in the table below. In this case, you will pay the Rugby Canada fee through your local Rugby Club and they will submit it to Rugby Canada. In other words, you do not have to pay the Rugby Canada/Rugby Ontario fees twice.
The TDRRS has a multi-tier membership system. This is a result of different requirements of its members and operational requirements. The Rugby Canada/Rugby Ontario fees for insurance are collected by the Society on behalf of RC/RO. All TDRRS fees go toward running the Society and providing benefits to its members.

3. Registration Confirmation
A referee is not actually registered until the Rugby Ontario office has received the Rugby Canada Registration forms and fees and has entered the information in the RC database. Therefore when you register with the Society, there is a short delay before you are actually registered with Rugby Canada. The TDRRS submits completed registrations to Rugby Ontario on your behalf. For Club registered referees, the TDRRS will confirm with RC/RO that you are properly registered before proceeding with Society registration.
The TDRRS will advise individual referees via telephone or email when the registration is completed and you may start officiating matches. You cannot referee until then. If you have any questions, please contact the TDRRS Membership Secretary at tdrrs-membership@hotmail.com.
